SUBJECT: Flying Discs

1.   Reference is made to Colonel McCoy's informal proposal
that certain fighter aircraft be maintained on a continuous alert
status, within the Zone of the Interior, to aid in gathering information on
flying Discs.
2.   This proposal is considered unfeasible for the following reasons:
a. The outlay of aircraft and personnel would be too great in
relation to the results obtained.
b. Proper interception is not possible, except by accident,
without complete radar coverage. The Air Force is incapable of providing
such coverage.
c. It is doubtful if fighter aircraft would be able to follow
up reports emanating, for the most part, from civilian sources.
